Short Season Schedules

I've been looking at the short season schedule for the Black Bears and note they have fifteen games against the State College team (Spikes - Cardinals), of which twelve are in some place called West Virginia and three are in State College. Seems odd to me. I take it the league doesn't care about balancing schedules.
