I know what you meant: Appel would be the third guy who was drafted first overall, to never play in the majors.
Mets chose first overall in 1966, and adhering to the infatuation at that time of how valuable lefthanded-hitting catchers were supposed to be, chose Steve Chilcott. Two reasons Chilcott never reached the majors: First, a lefthanded-hitting catcher needs to be able to HIT, he didn't. Second, he injured his shoulder, never completely healed, released from AA ball in 1972.
With the first overall pick in 1991, Yankees drafted Brien Taylor. Hired Scott Boras as his agent, held out for more money, refused to play in the winter instructional league, then permanently blew out his shoulder trying (unsuccessfully) to kick the ass of some guy who earlier kicked Taylor's brother's ass.
Now Appel. After being designated for assignment last year and receiving zero non-roster invitations to 2018 spring training, Appel decided to "step away" from the game, as God has other plans for him.
