Skenes-Incentive Draft Pick

Does anyone know if the Pirates will be eligible for an additional draft pick? I thought I read somewhere that MLB added a new rule that would provide incentive for Teams to promote top players instead of keeping them in the minors to gain additional contract control. In Skenes case, (and I may be wrong)if he wins ROY and the Pirates brought him up before gaining the extra year of control they would qualify.

As far as I know, a player must be with his team from opening day for the team to get the bonus draft pick after the 1st round if the player is in the top 3 ROY votes or top 5 MVP or Cy Young votes. That's an incentive for teams not to follow the normal practice of keeping top rookies in the minors long enough to fail to qualify as a service year (1 of 6 prior to free agency) or Super 2 status (getting arbitration after the 2nd instead of the usual 3rd service year). But teams generally don't care about that extra draft pick enough to lose a service year to get it.

Skenes didn't begin the season on the MLB roster so a bonus pick is not possible for the Pirates. In Skenes' case, it's just a matter of whether he gets enough votes for ROY (or CY or MVP) to make 2024 count as a service year. Normally when a rookie is not promoted until May (as Skenes was), his team has control for that rookie season (which fails to qualify as a service year) and 6 more before free agency for a total of almost 7 years. But if Skenes qualifies due to ROY, MVP or CY votes, this will count as his first service year with only 5 more to go before free agency.
