Rule V Draft redo?

Just read an article at fansided that suggests that the rule 5 draft should be based on age and years of service instead of just years of service. 



Instead, maybe it should be players who are at least 24-years-old and five or more years of minor league experience and not protected on the 40-man roster would be eligible.

I like the idea personally.  It still keeps teams from hoarding prospects in the upper miners but allows a little more time to develop younger players.  If they end up changing free agency and arbitration to make them age based it would make sense to make the 5 draft age based as well.
