Really needs to be. There are a few guys with good ceilings, but the depth at the lower levels is seriously lacking. Even more than the draft, though, they need to get moving in Lat. Am. again. That program hit the skids about 4-5 years ago.

Drafting out of Latin America may well improve again now that the rules more balanced. As to the June draft, we're not getting the top picks anymore because our results are better. The other source of prospects will come from trading players reaching the end of their six cost-controlled years.
