1, 36, 65, 73, 103. with possibly dropping back a couple due to those teams getting comp picks for players not accepting qualifying offers?

The question for me is why are the Cardinals and the Padres on that list? This was the Pirates year to be on list B (they were on A last year and it alternates) so they did as well as they could, picking first on that list, but do the Cardinals really need that help?

The Cards are considered to be a smaller market team. (although that doesn't make sense to me).

The Cards and Padres are on the list because of their market size. Teams eligible for the Comp picks are the teams with the 10 smallest markets and the 10 with the smallest revenue. There is obvious overlap, but a team only needs one of the two to qualify. Here are the market scores. Note, all teams over 100 do not receive revenue sharing (Oakland was phased in, and now does not receive any revenue sharing).
