For me, contending ultimately means competing for a WS. By 2023 I think the Pirates will be executing on the field a plan that will have the potential to directly lead to a WS. They may not get to the WS, much less win it, but the 2023 team will hopefully give us a glimpse of what is being built and that picture will be of a WS contender.
Example: for me, the Pirates were "contending" beginning 2012 (I didn't realize at the time that 2011 was actually a real marker). In 2012 I did not expect a WS, but I did begin to believe something special was coming together. By 2013 we were within one game of the NLCS. 2014 showed us just how important it is to win the division and avoid the WC; another step.
It was 2015, surprisingly, that I began to get frustrated and doubt the Pirates were really contending for a WS. That team was so close to being the best in baseball, but if you go back to OBN for that season you would see me screaming at Neil and Nutting pretty regularly to "FINISH THE TEAM!!" They just needed one or two pieces to get pass the Cardinals. But they rolled the dice that the team was good enough - that's not competing. 2016 proved that 2015 was not about doing anything reasonably possible to win a WS.
