Looking at the box score, I see Skenes had better control today than in his first start: 70% of his pitches were for strikes and he issued no walks.

Rays still fouled off a ton of pitches, otherwise he might have gone the distance.

I mentioned last year that batters hit a lot of foul balls off of him. I don't know how it's possible to resolve that but, you're right, it forces him to throw another inning or two of pitches.

It might be because Skenes is usually around the plate without giving batters good pitches to hit. Borderline pitches are too close to take but batters can't make good contact. Ditto for strikes on the edges of the plate. When Skenes wants to challenge a hitter over the plate they usually swing and miss the 100 mph stuff. But fouling off a lot of his pitches is the best a batter can do.
