Maybe that rule was intended to prevent a pitcher from using a WP to protect his ERA. Lets say the score is lopsided and the pitcher doesn't want his ERA effected by the runner on 3B scoring a meaningless run. He can just uncork a WP to let the run in without it effecting his ERA. Just guessing but it would at least provide some rationale for a strange rule.
