That's an interesting question. Because if the issue is that they just can't spend more than what they are spending, there are no steps to take next year. A team that builds from within always has a few holes to fill externally. The Bucs did a great job of adding bench players this year. But when it came to something as important as starting pitching, they didn't want to spend to add or keep (Happ) anyone of quality. That decision torpedoed the team from the beginning. But if their spending is as limited as they let on, I don't know what can change in the future. As least they should get more from Taillon, Glasnow and Kuhl next year at minimum salaries.
