what problem does this change fix?
Maybe save a little money? I can't believe it saves each team very much.

My guess is that it is a ploy for the next CBA. Remember last off-season when the players were clamoring about the MiLB guys being woefully underpaid (they are!)? Well, one simple solution to that is to cut the number of teams and cut the number of players. Even if the pie is the same size, with less people eating from it, everyone gets a bigger slice.

I did read that the minor league pay will increase by 50%. I doubt they really need to cut affiliates to do that.
