I’ve not expressed an opinion on Ben until this draft: I now think he’s executing a very specific plan and with this draft he’s knocking the ball out of the park.
I can see the Pirates competing by 2023. Ben will have done his part. It will then be up to nutting to provide the budget to FINISH the team.

There is a report that Bubba Chandler is in Pittsburgh today. We may hear some news regarding his signing later today or tomorrow.

Agree with you. And everyone may have different definitions.
For me, contending ultimately means competing for a WS. By 2023 I think the Pirates will be executing on the field a plan that will have the potential to directly lead to a WS. They may not get to the WS, much less win it, but the 2023 team will hopefully give us a glimpse of what is being built and that picture will be of a WS contender.
Example: for me, the Pirates were "contending" beginning 2012 (I didn't realize at the time that 2011 was actually a real marker). In 2012 I did not expect a WS, but I did begin to believe something special was coming together. By 2013 we were within one game of the NLCS. 2014 showed us just how important it is to win the division and avoid the WC; another step.
It was 2015, surprisingly, that I began to get frustrated and doubt the Pirates were really contending for a WS. That team was so close to being the best in baseball, but if you go back to OBN for that season you would see me screaming at Neil and Nutting pretty regularly to "FINISH THE TEAM!!" They just needed one or two pieces to get pass the Cardinals. But they rolled the dice that the team was good enough - that's not competing. 2016 proved that 2015 was not about doing anything reasonably possible to win a WS.

2nd Round: Anthony Solometo for $2.8 million ($800,700 over slot)
3rd Round: Bubba Chandler for $3 million ($2,129,300 over slot)
5th Round: Jackson Glenn for $12,500 ($409,800 under slot)
6th Round: Mike Jarvis for $7,500 ($307,900 under slot)
7th Round: Wyatt Hendrie for $177,500 ($67,400 under slot)
8th Round: Sean Sullivan for $175,000 ($17,900 under slot)
9th Round: Luke Brown for $72,500 ($89,500 under slot)
10 Round: Justin Meis for $127,500 ($22,000 under slot)
11th Round: Jack Carey for $125,000
13th Round: Owen Sharts for $125,000
15th Round: Tyler Samaniego $75,000

Interesting that Samaniego would get $50,000 below slot. And he could have gone back to school. Regardless...put all this together, and they're over slot by $100,200. Which also means they can spend an additional $619,500 over their allotted amount (at a 75% tax) without losing draft picks.
In other words, they have $2,241,200 to play with to sign White, Kellington, and Bishop. I assume those three are the priority. But hey...so far, so good.
