The Bucs have signed Tom Koehler on a minor league contract, but with no invitation to ST. He will be rehabbing most of this year due to shoulder surgery.

It's called throwing a bunch of crap against the wall to see what sticks. TBMTIB signs numerous cheap possibilities just in case 1 or 2 work out. This one is pretty unlikely. Koehler will be 33 on June 29 so he's not being signed to be an option for the future. They're wondering if he might be able to pitch late in the season. And if he's able to contribute a little, he'll probably move on next year unless no one else wants him. It's a minor league contract so they have nothing to lose. The frustrating thing for fans is that TBMTIB doesn't make many significant moves so this type of acquisition makes up the bulk of their off season. Minor league deals to Lyons, Liriano, Franklin, Koehler, Campos, Maurer, Shuck, Baron, Gomez. All of which is fine unless they don't do much else.

If you added up the money spent on dumpster diving each year; you could have probably had enough to sign an actual quality player

According to MLB Trade Rumors the Pirates also have a club option for 2020 on this contract.

That would make sense since they don't even know if he will be able to pitch this year and it seems silly to rehab him to prepare him for another team next year.

Neal may be thinking he can replace Taillon if he Jameson is dealt this season. Got to do something to restock the farm system (and save money, if Jameson has a great season he will cost a lot in 2020)
