Trying to use my old high school Spanish knowledge, here is my rough translation of the Pirates scout's quote:
"Dilson has fast legs, a strong arm, soft and able hands.  On the right he has a strong swing, that can evolve into home run power.  He has the willingness, discipline, and desire to succeed, which is important."

In that second article, I think Herrera more or less says the same thing about himself as the scout is quoted as saying.  I think he also says he has loved baseball since the age of 4.  His favorite player is Jimmy Rollins and also comments on three Colombian players:  Edgar Renteria, Orlando Cabrera, and Ernesto Frieri.  Favorite music is salsa and favorite food is rice with shellfish.  From the article he seems like a confident, bright, and personable kid.  He's happy to be a Pirate and, like many of our recent signees, likes the opportunity he sees of advancing "rapido a las Grandes Ligas."

   Last year on Nov 30th the Bucs signed a good portion of their better players from the 2009 Int'l class. They said they werent done yet after the last signing so I'd still expect a handful of players before the year is over but it could be a couple months before we hear anything

They did the same thing the year before, signing guys like Jorge Bishop in November.

   On July 2nd you can sign anyone who turned 16 between September 1st of the previous year and July 2nd of that year. That's the date they first become eligible. Anyone who turns 16 from July 2nd until August 31th can be signed on their birthday

Ben Badler reports that the Mets have signed Elvis Sanchez.  Earlier in the summer the Pirates were rumored to be one of the teams interested in him.

I thought I read it was his age investigation that was the primary delay.
