I didn't see this mentioned yet here, but from a PG article (

The Pirates are not discussing at all their intentions for the coming month, but they are known to have an interest in at least two such talents: Dominican shortstop Elvis Sanchez, as well as a Mexican pitcher -- the source would not identify the pitcher -- and a wider swath of the high-priced players than in the past.
Maybe it is Luis Heredia?

Mexico
1. Luis Heredia, RHP: There are a couple other names in Mexico that could eventually be talked about in the upper tier of this International class, but right now the lone guy is Heredia. He has a live arm and is a projectable right-hander who is looking like a definite seven-figure guy. He is a little trickier to sign than most July 2 players because his team in Mexico owns his rights, so it will be interesting to see how that unfolds. Heredia is right behind Adonis Cardona in terms of top pitching talent in this class. Right now, it looks like the Oakland Athletics and the Yankees will be the most aggressive bidders for his services.
Good call, sir. From Dejan:
"The Pirates are one of several teams pursuing elite Mexican pitching prospect Luis Heredia, according to a source in that country.
Heredia, 15, is a 6-foot-4 right-hander who has been described in several publications as having four "plus" pitches, in the scouting vernacular, meaning the potential for all of those -- fastball, changeup, slider and curveball -- to above-average at the Major League Baseball level.
MLB's first day for teams to sign international free agents at age 16 is July 2. Heredia's birthday, according to a March article in the New York Daily News, is within 45 days of that date and, thus, he qualifies for this class.
Other teams pursuing Heredia, according to the source, are the New York Yankees, San Francisco Giants, Los Angeles Dodgers, Seattle Mariners, Texas Rangers and Toronto Blue Jays."
