Maybe theyre waiting until July 2nd to officially sign all these guys so it looks like theyre busy during the signing period. Honestly, how hard could it be to sign a contract, especially ones with dollar amounts already assigned to them. Maybe theyre working World Series MVP bonus clauses into each contract Smiley

The way I understand it, teams are allowed to reach handshake deals before that date, they just can't make it official until then.  Handshake deals apparently are routinely honored in the DR.

I said this last year when we werent hearing anything on the Latin front and it applies here as well. These guys can be signed  at any time this year because of their age but if theyre announced after a certain point they get lumped into this years signings. Last year they signed 3 players from Taiwan announced on July 1st but all 3 of them could've been signed at any point before that due to the fact they were all at least 17 before July 2nd. I thought it was strange they all got put in one group though labeled July 2nd signings.

Really the only guys who should fall into that group this year are guys who were born between  September 1,1993-August 31,1994 because anyone born before that cutoff can be signed right now. Starting July 2nd they can sign anyone born before July 2,1994,but only guys signed from Sept 1/1993-July 2/1994 are first time eligible, then anyone who has a birthday from July 3,1994-Aug 31,1994 can sign on their birthday this year

-Biertempfel's blog adds this bit about Garcia...
. In February, the Pirates signed Dominican outfielder Wily Garcia for $280,000.

Good to see the bucs making some early deals in LA.

According to Dejan the Bucs signed an 18 year old lefty pitcher from Australia named Wilson Lee. In the Australian Developmental League last year he pitched 11.2 innings, 6.17 era but had 15 K's. Hes the 3rd player from that league we've signed in the last 2 years

Some people over at Bucs Dugout tried to find some info on Wilson Lee a couple weeks back when the signing was first announced in an Australian newspaper.  Not a ton of info, but they found some things.

I wish the Bucs were better at announcing their own signings,if it takes Dejan 15 days to hear about this what does that say. With these 3 Latin players there hasnt been a word from the team that I know of,and last year we heard from the team site about some July signings in November

Some July 2nd news

http://www.mlbtraderumors.com/2010/05/july-2-signing-update-de-la-cruz-peguero-romero.html

By Ben Nicholson-Smith [May 14, 2010 at 3:00pm CST]

Vicmar De La Cruz has received a seven-figure offer from the Indians, according to MLBTR contributor Blake Bentley. Teams cannot make official offers until the international signing period begins this July 2nd, but they're watching now. Bentley reports that the Indians are interested, but says De La Cruz will likely wait for more offers.

This year's best July 2 shortstop, Martin Steylon Peguero, will be in position to demand a solid contract as he is this year's best July 2nd shortstop. Bentley reports that the Rangers, Mariners, Padres, Twins, Reds and Cubs have all expressed serious interest in Peguero, who has also received a seven figure offer.

Wilmer Romero, an outfielder from Santo Domingo, has the toolset to demand seven figures, writes Bentley. The previous unknown stands 6'2'', has good speed, a strong arm and plus power.

It was reported yesterday that the D-backs signed Wagner Mateo for $512,000.  He was the player who was 1A to Sano last year and signed with the Cards for $3M, until the Cards rescinded the offer over vision problems.

Quite a steep dropoff in bonus for Mateo.  Nice low-cost pickup for the D-backs.  And just to remind everyone, one bmcferren (savant? prognosticator? misunderstood genius? idiot?) suggested last year that the Bucs offer Mateo $500,000 and see what happens.

I'm sure the Pirates would have gone to $513,000, if Mateo's agent had given NH a last call.

   Finally Garcia is official!

With all the guys they signed last year, plus these guys I wondering how many guys from last years team wont be around anymore. I think there was a lot of dead weight on the DSL roster just to fill it out but now it might be a better low-end group, hopefully that means a better team as well

There was never an official notice regarding the signing of the other 2 players from the Dominican, Isaac Sanchez a right handed pitcher, and Miguel DeAza an outfielder. Maybe the Bucs are still working on the deals.
