Rob B. is reporting that reports of the signing are premature: — GM Neal Huntington confirmed the Pirates are negotiating with outfielder Willy Garcia,17, who is one of the top amateur prospects in the Dominican Republic. Personally, I think they'd have more success signing a bunch of guys like this rather than throw a bunch at one guy whose probability of being a good major leaguer isn't that high.
Completely agree. The IFAs are high risk guys, all of them. You mitigate that risk by signing a bunch of them. The players in the draft while still high risk, they are less risky. In the draft, invest more on individual players. In Latin America, invest across the board.

Nearly two weeks have gone by, and there is still nothing from the Bucs announcing the signing of Garcia. Could it be this may be another player who does not get signed ?

The Dominican Prospect League website,which is an actively updated site is still listing him as signed with the Pirates on their front page so there could just be some formalities with the deal

Started this past November and they play games once a week on Wednesdays. Theres 4 teams and they use 4 different teams facilities,Cubs,Yankees,Indians and Phillies. Garcia also hasnt played a game since the announcement of his signing so maybe theyre holding him out because of that but his team has played just once in that time frame so who knows

That would be correct sir. Supposedly its an age verified league,runs with help from 15 major league teams and some baseball related sponsors and they will eventually(possibly already) test the players for banned substances so teams really know what theyre getting.

Then this is a big improvement over the way things have worked in the past. I believe I read some where that MLB is thinking about starting their own developmental league.
