Right. It is reported that he has been offered a 3 or 4 year deal from the O's, among others, but he is hoping to sign on to a contender.

I'd still offer him 3 and 30. I think he would be solid for us. Gives us some flexibility to make deals with the younger guys as well, or let him know that we will look to shop him at the deadline with his blessing.

I have previously expressed concern about signing Jackson if it takes a multi-year contract at a high cost. With recent reports surfacing that the Red Sox and perhaps the Cardinals are offering only 1 year deals and at very team friendly amounts, less than $7 mil, perhaps it is time to reassess Jackson's value.
The MLB Trade Rumors story also noted that it would be a real blow to Boras if Jackson were signed to a contract that paid him less than he earned last year. Jackson earned $8.35 mil last year.
Perhaps an offer like the following would interest Jackson and not cause too much harm to the Pirate's need (desire) for payroll flexibility: Signing bonus - $2 mil. I like the concept of signing bonsues. $8.35 mil in 2012 and $8.65 mil in 2013 Team option in 2014 for a contract of $10 mil. If Pirates decline, they pay Jackson $2 mil. Also, Jackson has right to decline the option
Pirates total exposure for 2 years of service, about $21 mil. And if Jackson is pitching well, Pirates could get him for about $8 mil on top of the above amount in 2014, or Jackson could decline and reenter the market when he is about 30. That said, I have not seen even a whiff of a rumor that links the Pirates to Jackson, so the only way we see him at PNC is if he signs with a NL team or a team the Pirates play in interleague play.

Career WHIP of almost 1.50. I'd like to bring him in for a year, but this isn't where the Pirates should splurge...

Teams do signing bonuses all the time. The Pirates gave Tabata one last year I believe. A good reason for that was they obviously had more cash available then they expected due to the increase in attendence, so they gave it to Tabata now instead of having to pay him more later in his contract, when ideally they will be paying Alvarez and McCutchen and Walker much more money.

I guess. I am sorry, it depends on how you word it. I just looked at it that Tabata made $1.5 million last year.
Jerry Jones, Dallas Cowboys, started the signing bonus structure in the NFL. Well, he took it to the next level to get players signed and it wouldn't be considered in the salalry cap.
Baseball doesn't really do that. They just money upfront, but the whole salary is garanteed. The NFL does not have many guaranteed salaries, but the signing bonuses are guaranteed.
