That is an excellent law.  Now if these organizations would comply.

While a commendable sentiment, the law itself is foolish.  Most of these facilities probably aren't designed for that use, and probably aren't zoned correctly for that use.  That state law probably conflicts with the local laws.  At least in Pennsylvania you can't legally turn any building you want into a residential use structure.  Also, how would you actually enforce this.

It would have been a much better law if they just said that the organizations had to make annual donations to a local homeless shelter.

What a ridiculous law.  The stadiums would end up sewers like all the OWS parks have become.  Maybe that's not fair.  The homeless aren't as filthy as the OWS people.
